Since its inception in 2004, the State Theatre Foundation has been laying the groundwork for the success of this project. The first order of business was to create a 501 (c) (3) non-profit foundation and a business plan to oversee the restoration of the historic art deco State Theatre building. A logo was then created for the Foundation reflecting the art deco style of 1938. A marketing and parking study was conducted and demonstrated a need for the arts in the community. Structural and environmental studies confirmed the integrity of the building. Next, the Foundation began to seek financing through grants, tax credits, and fundraising from the community. In Fall 2006, the architectural firm Hanbury, Evans, Wright, and Vlattas was selected, followed by the selection of the theatre consultant, Theatre Consultants Collaborative, LLC.
