Board of Directors

The State Theatre Foundation, Inc. is currently managed by a ten member volunteer Board of Directors as well as an Executive Director.

Mr. Gregory M. Yates, Chairman

Greg is a 1968 graduate of Culpeper County High School.  He received his BA in Economics from the University of Richmond in 1973. He has served on the Culpeper Board of Supervisors and on the Culpeper County Planning Commission.  He is also a Past President of the Community Concert Association and a Windmore Foundation Board member.

Currently Greg is President of Yates Properties, LC and Deer Ridge Development, Inc., two firms that manage and develop real estate in Central Virginia. Greg resides in Griffinsburg with his wife, Liz, and her daughter Jessica.  He has one son, Cameron, who is a documentary filmmaker and lives in Brooklyn, New York.

Ms. Nancy Garrett, Secretary

Nancy began her 35-year Government career at the bottom of the ladder—as a clerk typist in the Foreign Service Institute at the U.S. Department of State.  After seven years and several promotions to administrative positions, Nancy was selected to be the Budget Officer at Dulles Airport, and later a supervisory Budget officer for both Dulles and National Airports.  After several years with the airports, and several senior-level positions at the U.S. Department of Health, Education and Welfare, Nancy was appointed as the first female executive ever in the 200-year old United States Customs Service.

After serving there as the Assistant Deputy Commissioner, Nancy was appointed as the first ever female super grade-senior executive at the National Park Service.  As the Associate Director for Administration, she directed the 20,000 employee personnel program, a billion dollar budget, and the accounting and procurement programs for the National Park Service.

Also, while at the Interior Department, Nancy served as Assistant Director of the Bureau of Surface Mining where she was recognized for her efforts in establishing a drug-free work place and coordinating the celebration of the 50th anniversary of the Joint Chiefs of Staff with General Colin Powell; Director of Technical Assistance for all U.S. territories, including American Samoa, Guam, Saipan, all of Micronesia, and the Virgin Islands, including, at the request of the United Nations, participating in the negotiations with Micronesia for a compact of free association and, at the request of the Congress, was sent to the Marshall Islands to resolve a payment conflict between the Government of the Marshall Islands and the Seventh Day Adventist Church for hospital services; Director of Administration for the Bureau of Indian Affairs, which included directing a complex financial and trust fund activity, a one-half billion dollar procurement and purchasing program for Native American activities, and a budget program exceeding one billion dollars.  Later she served Deputy Director/Comptroller and later Acting Director of the Office of Indian Education Programs, also in the Bureau of Indian Affairs.  In those positions she had responsibility for all aspects of the elementary and secondary education of over 40,000 Indian children in 24 states and supervision of 8 Indian community colleges.

Nancy’s many senior executive positions required her to appear as a witness at numerous House and Senate Committee hearings.

Since retiring to Culpeper, Nancy has served as a substitute in the Culpeper County Schools, is the local representative for the Make-A-Wish Foundation, Secretary-Treasurer of the recently established Culpeper Crime Solvers, (recently recognized by the State Association of Crime Solvers as Civilian Board Member of the year 2000), and has recently been appointed as a Director of the Virginia Crime Stoppers Association, publicity director of the Salem Ruritan Club, Secretary of the Salem Ruritan Foundation, annual fundraising event for Hospice, steering committee—annual fund raiser for Boy Scouts of America, member finance committee and Culpeperfest committee, Culpeper Chamber of Commerce, volunteer at the Culpeper Christmas Food Basket program.  She was also a volunteer for the Virginia State Police (in the drug undercover office).  Recently appointed by the Culpeper County Board of Supervisors to be a member of the Cable Commission.  She is also a member of Culpeper Baptist Church, speaker on Native Americans in Culpeper elementary schools, and a reader to elementary school children.  Recently, Nancy served as the Treasurer for the Soap Box Derby Committee in Culpeper.

Mr. David Albee

David Albee was raised in Washington, DC, Norfolk, VA, and Philadelphia, PA. He graduated from Lynchburg College with a B.A. in History and Music.

During his college years, he worked part time for the American Hymn Society cataloging hymns for the Dictionary of American Hymnology in the Library of Congress’ Music Division.  In 1967, he accepted a position as a Copyright Cataloger in the Music Section of the Copyright Office, and moved on to Review-Reviser for that unit in 1969.  In 1970, he moved to the legal Examining Division of the Copyright Office.  In 1974, he became Senior Music Examiner, and in 1976, Senior Examiner for Motion Pictures, a separate unit of the newly-formed Performing Arts Section.  In this position he was responsible for examination and correspondence related to all motion picture materials submitted for copyright registration including all feature films, television programs, network news, documentaries, published and unpublished motion pictures. In this position, he worked closely with the Library’s then-new Motion Picture, Broadcasting and Recorded Sound Division on both administrative and policy issues and served as principal authority on copyright law and registration practices for motion pictures.  He remains interested in older motion pictures and television.  In 1988, David was selected for the Library’s prestigious and intensive Management Intern Program.  At the conclusion of that program he was immediately appointed Special Assistant to the Director of Human Resources and served in that capacity until his retirement in 2000, with 35 years of service.

Although his Library career was an active one, David also had “side jobs” which gave him an outlet for his interests in construction and education.  He formed and ran a painting and home services corporation, The Competition, Ltd. for 12 years doing interior and exterior painting, minor home repairs and home and barn restoration projects.  He concurrently served for 15 years as Assistant Organist-Choirmaster of the National City Christian Church in Washington, DC, and was the founder of the Summer Enrichment Program and the Community Children’s Ministry, partnerships with local schools to enhance classroom education and provide additional tutoring for local children.  This program, which began in 1964, is now a year-round educational and arts program for inner city children in grades one through six.

 In 1976, he moved to Sperryville, VA and began the 20-year long process of bringing back to life an abandoned farm with an 1815 log cabin, 1850 barn and other buildings.  During this same period he began to acquire and restore antique automobiles from the 1950's.

In 2001, after a year of retirement, he was asked to return to the Library to assist with a variety of projects, including the staffing of the new National Audio-Visual Conservation Center in Culpeper, the Veterans History Project and the National Book Festival.  David also provides ongoing assistance to the Office of the Librarian, the Development Office and the Associate Librarian for Strategic Initiatives with a variety of writing and human resources projects. 

 

Mr. Bruce Clark

Bruce was born in Pittsburg, Pennsylvania on March 24, 1950. 

His undergraduate degree with Distinction was earned from Pennsylvania State University in 1971.

Bruce received his Juris Doctorate degree from Marshall Wythe School of Law at the College of William and Mary in 1974.

He has been a member of the Virginia State Bar since 1974.

He is currently married to the former Dianne M. Driscoll and they have two children:  son, Taylor R. Clark, 4th year University of Virginia and daughter, Chandler G. Clark, junior, Culpeper County High School.

 

Mr. Chris Hamilton

Chris was raised in Washington, DC.

He is currently the President of Matrix Construction, Inc. Matrix is a Virginia Class “A” Contracting Company that specializes in historic renovation and remodeling and has since 1985.

Chris resides in Culpeper County with Ines and their eleven year old daughter, Jessica.

 

Mrs. Miriam L. Halsey

 

Mr. Quintin Mullins

Quintin Mullins has been employed in the financial services industry since 1980, and directly in trust and investment portfolio management since 1985. In 1990 he joined the Trust Department of Second Bank & Trust in Culpeper, the predecessor of VCTrust. Mr. Mullins earned his Masters in Business Administration from the West Virginia College of Graduate Studies and a Bachelor of Science degree in Business Administration from Bluefield State College. He is a graduate of the Southeastern Trust School at Campbell University, the Cannon Trust Graduate School, and the Virginia Bankers School of Bank Management at the University of Virginia. He also is a Certified Financial Planner© practitioner.

Mr. Mullins lives in Culpeper, Virginia with his wife Pat; together they have four daughters and two grandchildren. He is an active member of the Culpeper United Methodist Church and an active participant in numerous community and civic organizations such as the Rotary Club, the Culpeper Foundation, Inc. and the Culpeper Library Foundation.

Mr. Mullins’ office is located in the Second Bank Building at 102 South Main Street in Culpeper, VA.

 

Mrs. Liz Yates

Liz was born on Long Island, New York and moved to Culpeper in 1977. 

She currently has her Virginia Real Estate Salespersons License and started her real estate career in 1985.  Liz currently works for Yates Properties as a Design Consultant.

She resides in Culpeper County with her husband, Greg and daughter, Jessica.

 

 

Ms. Raven Yates, Executive Director

In the spring of 2004, Yates joined with her brother, Greg Yates, in the beginnings of saving of the State Theatre.  This is a homecoming to Yates to come back to Culpeper and also to the theatre she attended while growing up.  Yates now serves as the State Theatre Foundation’s Executive Director and is looking forward to the renovation and restoration of this historically significant property.

Raven C. Yates joined Advisory Opinions in March of 1999, and brought a wealth of energy and legislative and organizational experience to the firm.  Advisory Opinions is a small firm that handles association management, lobbying and event planning.  Yates worked there until 2004 taking care of all of the day to day operations as well as the association management.  Between six and eights associations were managed by Yates with budgets over $1,000,000.

A political veteran, Yates served as the finance director for the Friends of L.F. Payne campaign in 1996-97 (Lieutenant Governor race), where she created and implemented a fundraising plan and budget for the statewide campaign.  Responsible for establishing the campaign headquarters, she organized initial daily operations, developed the financial prospects database, and managed staff.  Prior to her work with the Payne campaign, she served as Deputy Finance Director for the Virginians for Don Beyer effort in 1996 (gubernatorial election), performing similar duties.

Yates earned significant recognition statewide for her management of the Couric for State Senate Campaign in 1995.  This high-profile campaign saw challenger Emily Couric defeat incumbent Ed Robb in the 25th Senatorial District.  The Couric campaign is noted for it’s record-breaking fundraising efforts and its use of over 1,000 volunteers in a massive grass-roots organization.  Yates continued to work with Senator Couric following the election as Legislative Aide, familiarizing the new Senator with the legislative and budgetary processes of the Commonwealth.

In 1991, Yates performed a similar role for Butch Davies, serving as campaign director of another highly successful grass-roots campaign.  Yates continued to serve as Legislative Aide to Delegate Davies, managing his constituent casework, legislative agenda, and media relations.  Yates was instrumental in developing the Davies organization well-known ability to build bipartisan coalitions within the General Assembly to pass key pieces of legislation.

Immediately prior to joining Advisory Opinions, Yates worked in the Clerk’s Office of the House of Delegates in the Enrolling Department.  Yates’ duties included the review and editing of all legislation proposed and passed by the General Assembly.  Yates worked with individual legislators to revise, correct, and improve their legislative initiatives.

Yates also served as President of the Culpeper chapter of the American Heart Association, and on the State Board of Directors of the association.  Under Yates’ leadership, the Culpeper unit was recognized as the best unit in Virginia, and also recognized as the fastest growing unit in Virginia.  Her role on the State Board included assisting chapters around the state with recruitment, fundraising, and organizational improvement.  Yates was also actively involved with the Lion’s Club of Culpeper, serving as a charter member and President.

Yates also owned and operated a women’s clothing store, Pandora’s Box, in Culpeper for five years, and worked with the Second National Bank of Culpeper and the National Bank and Trust of Culpeper for seven years.
